The sixty-third day of the heroic resistance of the Ukrainian people to a Russian military invasion continues. Russia continues its full-scale armed aggression against Ukraine.

The enemy continues to carry out offensive operations in the Eastern Operational Zone in order to defeat the Joint Forces, establish full control over the territory of Donetsk and Luhansk oblasts and maintain the land route with the occupied Crimea.

The greatest activity of the occupying forces is observed in the Slobozhansky and Donetsk directions. The enemy is taking measures to replenish its units that suffered casualties during hostilities. In particular, by removing it from storage in warehouses and bases of military districts. Transportation of equipment to the territory of Ukraine is usually carried out by rail.

The occupiers continue to launch missile strikes on residential neighborhoods in Ukraine.

In the Slobozhansky direction, the enemy continues to launch airstrikes and hit the infrastructure of the city of Kharkiv with artillery.

In the Izium direction, units of the 1st Tank Army, the 20th Combined Arms Army of the Western Military District, the 35th Combined Arms Army and the 68th Army Corps of the Eastern Military District and Airborne Forces are conducting offensive operations in the direction of Barvinkovo. The enemy captured the northeastern outskirts of the settlement of Velyka Komyshuvakha, and also took control of the settlement of Zavody.

In order to increase the grouping of troops, the occupiers transferred from the territory of the Belgorod region to the city of Izyum two battalion tactical groups from the 76th Airborne Assault Division of the Russian Airborne Forces. In addition, in the areas of settlements of the Belgorod region, Russian enemy deployed two missile divisions of "Iskander-M" (SS-26 Stone) mobile short-range ballistic missile system.

In the Donetsk direction, the enemy units are conducting active operations along almost the entire line of contact. The main efforts of Russians are focused on offensive operations in the Severodonetsk, Popasna and Kurakhiv areas in order to take full control of Popasna, Rubizhne and the development of the offensive on the Lyman, Severodonetsk and Slovyansk.

In the Lyman direction, the enemy established control over the settlement of Zarichne, and carried out assault operations in the area of the settlement of Yampil.

In the Severodonetsk direction, the invaders established control over the settlement of Novotoshkivske, and launched an offensive in the direction of the settlements of Nyzhne and Orikhove.

In the Mariupol direction, the enemy is exerting massive fire and blocking our units in the area of the Azovstal plant. In the city, the occupiers continue to carry out filtering measures against the civilian population.

In the South Buh and Tavriya directions, the enemy is using the available forces and means to focus its main efforts on maintaining the previously occupied frontiers and exerting fire on the positions of our troops. In the Mykolyiv, Kryvyi Rih, and Zaporizhyzhia directions the enemy tries to improve the tactical position. To do this, it regroups units, increases the system of fire damage, and conducts air reconnaissance.

The occupiers are carrying out filtration measures in the districts of Kiselivka and Stanislav in the Kherson region with the help of rosguard units.

In the Tavriya direction, the enemy units carry out engineering equipment for positions and replenishment of reserves.

There are no significant changes in the Volyn, Polissya, and Siversky directions.

Ukrainian warriors have hit seven air targets the day before: a Su-25 plane, a Ka-52 helicopter, three operational-tactical UAVs, and two cruise missiles.

In the Donetsk and Luhansk oblasts alone, nine enemy attacks were repulsed, destroyed nine tanks, eleven artillery systems, four units of special and seventeen units of armored vehicles, three units of special engineering and sixteen units of motor vehicles, four units of motor vehicles, four units of motor vehicles, four anti-aircraft installations.

Military Transport, Fighter, Bomber and Assault Aviation of the Air Force of Ukraine continues to perform tasks in the airspace of Ukraine.

During the sudden air raids, the Russian occupiers suffered significant losses in their positions. As a result of airstrikes, a lot of enemy equipment and manpower were destroyed.

In the Volyn, Polissya, and Siversky directions, the situation did not change significantly, no signs of the formation of offensive groups by Russians were found.

In Slobozhanshchyna, the enemy carried out systematic artillery shelling, including multiple rocket launchers, in the cities of Kharkiv and Dergachi and in the settlement of Prudyanka.

In the direction of Izyum - Barvinkove, the occupiers attempted an offensive in the area of Nova Dmytrivka. They were unsuccessful, lost, and left.

In the Donetsk and Tavriya directions, the enemy continues to shell the positions of our troops along the line of contact with mortars and artillery.

Russians made an unsuccessful attempt to break through the defenses of Ukrainian troops in the Kurakhovo area.

In the South Buh area, units of the occupying forces, under cover of artillery fire, continue to improve the engineering equipment of the positions, replenish stocks of material and technical means, ammunition, and fuel, and conduct air reconnaissance. russian occupiers tried to improve the tactical position of their troops in the direction of Zaporizhzhia. They have no success, they are left with losses.

In the temporarily occupied territory of Kharkiv oblast, near the village of Levkivka, Izium district, russian enemy organized a collection point for damaged equipment, where military equipment is being repaired and restored. russian invaders continue to carry out so-called "filtration measures" in some settlements temporarily out of control of the Ukrainian authorities.

In the temporarily occupied territory of the Zaporizhzhia oblast, the occupiers are inspecting the houses of local residents in order to identify the places of residence of representatives of the security forces of Ukraine. Carrying out a census of the local population, movement in the temporarily occupied territory without identity documents is prohibited.

In the temporarily occupied territory of the Kherson oblast, the occupiers are preparing for a so-called "referendum", bulletins are being printed, and personal data of local citizens of Ukraine are being clarified. At the same time, russian invaders continue to prevent civilians from leaving the occupied territory.

In the Transnistrian region of the Republic of Moldova, due to numerous provocations from russia, a "red" level of the terrorist threat has been introduced. The personnel of the security forces transferred to the "barracks state", the control at the checkpoints was strengthened, and the preparations for the May 9 holiday parade were canceled.

The enemy is demoralized. Personnel who are taken to replenish losses from the occupied territories of Donetsk and Luhansk oblasts have their personal documents confiscated, which will not allow them to be identified in the event of death. There have been more and more cases of enemy soldiers searching for new ways to avoid participating in hostilities. Personnel resort to desertion, captivity, and self-mutilation.

"Now there are events that are really historical and determine the future of our state. They are created by our defenders, all citizens who have risen up against the Russian invasion and are helping to defend Ukraine. We have already changed the world.

I want to inform you about some details of what happened in recent days and what awaits us.

On April 26, 2022, a meeting of representatives of defense agencies of more than 40 countries took place at the American air base Ramstein in Germany. And not only the countries of the EU and NATO - the countries of Africa, the Middle East and the Persian Gulf, the Asia-Pacific region took part.

This unprecedented event was made possible by the leadership of our American partners and personally by US Secretary of Defense Lloyd Austin III and the Chairman of the Joint Chiefs of Staff, General Mark Millie. This is a real coalition, whose goal is not just to restrain the Kremlin, but to defeat Russian tyranny, to provide the civilized world with the opportunity to win this war.

We considered three sets of issues related to short-term operational decisions to help Ukraine repel Russian aggression, as well as a long-term vision of how to strengthen our defense in the face of strategic challenges.

I want to note the following results.

First. An Advisory Group on Defense of Ukraine has been established, which will operate on a permanent basis, and within which we will "check the clock" with partners once a month. A permanent mechanism will allow optimizing and speeding up important processes for obtaining weapons, improving logistics, and ensuring optimal coordination.

For example, when decisions are made to provide Ukraine with one or another weapon, through coordination, weapons of the same type will come from different countries. Conditionally, several countries will provide 3-4 guns, and a total of Ukraine will receive an artillery division.

Second. There have been tectonic shifts at the level of philosophy. Back in the autumn of 2021, when I was appointed Minister of Defense, I emphasized that I consider one of my priorities to be Ukraine's de facto integration into NATO. For a long time, we have been convincing our partners that it is appropriate to provide Ukraine with Western-compliant weapons that meet NATO standards.

The transition to Western calibers and technology is a strategic decision that has finally been made. In particular, we are already receiving 155-mm artillery. Gradually, this will ensure full interoperability of the Ukrainian army with the armies of NATO countries, which will be a significant strengthening of the Alliance's eastern flank. I will not hide - three months ago this task was considered almost impossible. But thanks to the courage and professionalism of Ukrainian soldiers, the resilience of the Ukrainian people, everything has changed.

The President of Ukraine Volodymyr Zelensky personally did a great job to make this transition happen. Prime Minister Denis Shmygal has been active at the level of heads of government. The head of the President's Office Andriy Yermak and the head of our diplomats Dmytro Kuleba closed their part of the front. The Russians are actually imposing slavery on Ukrainian agricultural producers.

In Kherson region, the Russian occupiers allow farmers to sow only grain and sunflowers and demand that farmers agree to donate most of their future crops to the invaders.

The occupation authorities of the so-called "LNR" are urging farmers to start sowing. The future crops will be nationalized in favor of Russia, only a small part will be left to the farmers.

The enemy exports grain stolen from Ukrainian farmers to the temporarily occupied Crimean Peninsula. The occupants robbed the Novooleksiivskyi elevator and exported the grain to Crimea. This can be confirmed by the Sevastopol residents reports, stating that a few days ago the sea terminal for the grain transshipment, the stocks of which in Crimea simply do not exist, was opened.

Also, eyewitnesses from Crimea reported that the sale of vegetables exported from the temporarily occupied territory in Kherson region has started on the peninsula. Over the past week, more than 40 tons of cabbage and radishes were delivered to the wholesale market.

The Russian Federation violates the rights of the wounded Ukrainian soldiers and civilians - Mariupol field hospital is on the verge of survival.

Due to the prolonged siege and constant shelling by Russian aircraft and artillery, it is impossible to replenish the medicines supply - painkillers, antibiotics, and anesthesia drugs. People with severed limbs, shrapnel and bullet wounds have to be operated under the light of a headlamp. Even after successful surgery the wounded are at great risk of complications - sepsis, peritonitis, gangrene.

Under such conditions, many cannot be treated, despite the fact that medics work around the clock with no rest. Doctors and nurses are in shortage, among them are also wounded and killed. The wounded need urgent evacuation.

 Address by President Volodymyr Zelenskyy

The 63rd day of our defense is coming to an end. A day during which a lot has been done.

First, an important decision of the European Union is being prepared. The European Commission has agreed to remove all duties and quotas on Ukrainian exports for a year, as well as to suspend anti-dumping tariffs.

I discussed the details of this proposal with President Ursula von der Leyen today. I am grateful to her personally and to all our European friends for this step.

Right now, this will allow us to maintain the economic activity in Ukraine, our national production as much as possible. But this decision needs to be considered not only in the Ukrainian context. Sufficient export of our products to European and global markets will be a significant anti-crisis tool.

Russia is trying to provoke a global price crisis. To start chaos in all basic markets and especially in the food market. Ukrainian exports will help stabilize markets. So it is beneficial not only for us, but also for all Europeans. For residents of all countries that can be affected by Russia's destructive ambitions.

New partners' decisions to liberalize our exports are expected soon.

We are also agreeing with the European Union on how to increase the potential of transport corridors on our western border.

I spoke today with the President of Indonesia. In particular, on food security. I stressed that the threat of famine for millions of people in different countries will remain until Russia begins to seek peace with Ukraine. It is because of this war waged by Russia that dozens of states have found themselves in a situation where they cannot be sure of stability for their people.

I am grateful to Indonesia for supporting the territorial integrity and sovereignty of our state, for an honest and responsible position during the UN voting.

I am also grateful for the invitation to take part in this year's G20 summit.

A conversation took place with the Prime Minister of Italy. I thanked Mr. Draghi for the involvement in the investigation of crimes committed by the Russian military. I informed him about the situation in the combat zones. We appreciate Italy's support for truly effective sanctions that can end the war.

This week, Russia's leadership launched a new series of energy blackmail of Europeans. The decision to cut off gas supplies to Poland and Bulgaria is another argument in favor of the fact that no one in Europe can hope to maintain any normal economic cooperation with Russia.

Russia considers not only gas, but any trade as a weapon. It is just waiting for the moment when one or another trade area can be used. To blackmail Europeans politically. Or to strengthen Russia's military machine, which sees a united Europe as a target.

Hence, the sooner everyone in Europe admits that it is inadmissible to depend on Russia in trade, the sooner it will be possible to guarantee stability in European markets.

A meeting of the Congress of Local and Regional Authorities took place today. The first meeting during the full-scale war. A set of issues was discussed. In particular, the reconstruction of our country. We are already working on all the details so that the post-war reconstruction project can be implemented quickly and most effectively.

I stressed that we expect specific requests and proposals from local authorities. So that we can talk specifically with our partners, with the European Union, with international donors. Communities must provide all information about destroyed housing, all damaged objects.

We discussed how and in what order to build, how to organize the purchase of ready housing. Our goal is not just to rebuild everything that was destroyed by the occupiers. But also to solve old problems with housing queues and so on. So that all servicemen, rescuers, policemen, all who work for the state are provided with their own housing.

Today in Congress we heard the reports on the earliest possible provision of housing for IDPs. On the interaction between central and local authorities in the communities that are temporarily occupied.

The issues of territorial defense development and coordination between local authorities and law enforcement agencies were discussed.

Today I want to especially support Ukrainians in the south of our country. In Kherson, in all communities of the region, in the temporarily occupied districts of the Zaporizhzhia region. I am grateful to everyone who does not give up. Who protests. Who ignores the occupiers and shows those outcasts who have become collaborators that they have no future. The stronger our resistance now, the more rejection the occupiers will see, the sooner normal life will return to our land.

The Armed Forces of Ukraine continue to beat the invaders throughout the territory where the fighting continues. I am grateful to each of our defenders who do everything for Russia to lose.

Mariupol, Marinka, Popasna, Severodonetsk, Izyum, Rubizhne, Dniprorudne, Melitopol and all other cities and communities that are now at the epicenter of the struggle for Ukraine. Yermak presents Yermak-McFaul group's action plan on sanctions against Russia to ambassadors of foreign states

Head of the Office of the President of Ukraine Andriy Yermak held an online meeting with the heads of diplomatic missions of foreign states in Ukraine, dedicated to the issue of continuing a balanced, coordinated, tough and effective sanctions policy against the Russian Federation.

He said that Ukraine has withstood the first, most acute phase of the Russian invasion. But to win, our state needs both the strengthening of the capabilities of the Armed Forces, first of all – weapons, and an extremely effective sanctions policy on the part of partners.

"We are not so naive as to expect that economic pressure on the aggressor country will lead to a speedy end to hostilities. However, this second front – the front of international sanctions – will significantly limit Russia's aggression. Usually, the best pacifier was economic hardship," the head of the President's Office said.

Yermak presented to the ambassadors the Action Plan on Strengthening Sanctions against the Russian Federation, developed by the Yermak-McFaul International Expert Group established by the Head of the President's Office and Ambassador Michael McFaul following the initiative of President Volodymyr Zelensky.

According to Yermak, the plan is aimed at depriving Russia of the finances, production capabilities and technologies used for the war, forcing Russia to focus on overcoming its internal problems and forcing Russian citizens to pay for supporting aggression.

"Coordinated, comprehensive and effective actions of a wide range are needed. We must force sanctions to work without failures and imitations against entire sectors of the Russian economy," he said.

First of all, it is a question of a full oil and gas embargo, the need to introduce a scheme that will deprive Russia of access to funds for oil and gas exports.

Yermak singled out comprehensive sanctions against financial institutions in Russia and Belarus, Russia's inclusion in the FATF blacklist and the list of terrorist sponsors among other points of the plan.

Restrictions should also affect export-import and insurance operations and include transport measures such as the complete closure of maritime services.

The head of the Office of the President also stressed the importance of increasing transparency and deepening coordination between the countries participating in the sanctions. Particular attention should be paid to the introduction of secondary sanctions mechanisms, which should be aimed at intermediaries who provide services in circumvention schemes.

"I think that weapons and sanctions policy are the most important tools from your states to support Ukraine and the whole free democratic world, which our country is defending today, to end this war," Andriy Yermak said.

For his part, Ukrainian Foreign Minister Dmytro Kuleba called on states that stand side by side with Ukraine to make it a rule that there are no taboos on sanctions until Russia is stopped.

The foreign minister also invited the partner countries to adopt the Yermak-McFaul Plan as a roadmap for what sanctions should be applied against Russia.

He also drew attention to the importance of encouraging the business of these countries to leave the Russian Federation as soon as possible.

"Ukraine and Ukrainians are now acting decisively and sacrificing themselves for the victory in this war. We thank you for standing by us, and we ask you to do everything possible to end this war as soon as possible," Kuleba said.

Prime Minister of Ukraine

Ukraine’s economy had been expected to experience an upswing this year. In 2021 the country’s GDP amounted to $200bn, the highest in its history, in spite of Russia’s occupation of Crimea and parts of the east of the country. Citizens’ incomes had also been growing. In short, Ukraine was changing and rapidly becoming a prosperous and democratic European country.

On February 24th Vladimir Putin and his Russian army decided to wipe out those gains, along with so much else. Our country’s transformation and its leaning towards the West were wrecking the imperial ambitions of the Kremlin. During the first six weeks of the war, the total damage to Ukraine’s economy exceeded $500bn. According to government estimates, this figure could increase in the long run to $1trn, or five times last year’s GDP. In 2022 alone GDP may drop by 30-50%. Tens of thousands of Ukrainians have been killed, while millions have been forced to flee to western Ukraine or abroad.

Very early in his military gamble, Mr Putin will have realised that the Ukrainian people were going to offer substantial resistance. That is why Russia has changed its tactics and is now doing everything to destroy Ukraine’s economy and throw our nation back to the 19th century. All our sea ports are blocked and it was through them that Ukraine exported more than 70% of all our cargo. Two of our largest metallurgical enterprises—Illich Iron & Steel Works and Azovstal in Mariupol—have been destroyed. Nationwide more than 7,000 residential buildings have been damaged or obliterated. 

The invasion is also important because of the broader economic shock to the world economy. Last year Ukraine was the second-largest grain supplier to the European Union, accounting for 14% of the EU’s grain imports. It was also the world’s largest exporter of sunflower oil, with a share of some 47% of global supply. So Russia’s aggression threatens to spark a global food-supply crisis. It could also affect many other industries, such as the tech world. Ukraine’s two leading suppliers of neon, which produce half the world’s supply of a crucial ingredient for making chips, have had to stop operations because of the Russian assault. That is yet another reason why we emphasise that victory for Ukraine is in the best interest of the whole world. How the country rebuilds will be a crucial part of this. 

We estimate that full-scale recovery will cost around $600bn. For now there are 14 government groups that have been set up to count precisely all the destruction done by the Russian invasion. This will be not only the harm done to infrastructure, but also environmental damage and business losses. 

The Ukrainian government has already created a recovery fund for long-term reconstruction. In our opinion, this recovery fund can be a one-stop solution for reconstruction. It will reduce logistical and administrative costs and we encourage our international partners to channel everything though this fund.

The restoration of the country’s infrastructure is the obvious place to start. We estimate that total damage in this area may already be more than $100bn. In addition, tens of thousands of Ukrainians have lost their homes, which will need rebuilding. This construction must take place according to modern European standards.

We don’t just want to rebuild roads, bridges or water mains. We plan to build a completely new economy. First of all, this will mean reshaping old government institutions. With the help of the international community, Ukraine hopes to move quickly to join the EU. This means that our legislation will be built on European principles. Ukraine has already fulfilled 63% of the terms of the EU’s “association agreement”. We can definitely implement the other 37% in the next two years. 

We also understand that the threat from Russia will not be completely gone in the near future. Nor will the need to strengthen our military, energy and food security. These three sectors will definitely be prioritised by our government. 

According to World Bank data our military expenditure in 2020 was more than 4% of GDP. This number will grow significantly. Our government plans to increase state investment in the military-industrial complex and provide private defence companies special help in order to boost arms production both for the Ukrainian military and for export abroad. 

The energy sector has also experienced billions of dollars’ worth of damage. In 2021 Ukraine was among the countries that heeded the EU’s call for implementation of its Green Deal. In our recovery we will continue to follow this. We will prioritise help for nuclear, hydro, solar and wind-energy plants. Fair transformation of coal regions will continue. Energy independence for Ukraine is impossible without a significant increase in gas production. According to government planning, investment from state-owned and private companies can help to ensure such independence in three to five years. 

There are three possible sources of finance for the recovery fund. One is Russian assets, now frozen in the West, which are believed to total at least $300bn. A team of lawyers from the Ukrainian government is already working with foreign governments to make sure these assets can be released and put to use in rebuilding our country after the war.

Second, Ukraine hopes to receive grants and soft loans from Western countries and international organisations. The sectors in need of reconstruction can attract investment from some of the world’s largest companies. We hope that our push for accession to the EU will persuade private investors that Ukraine is an excellent place to be involved in reconstruction. We expect that in June 2022 the European Commission will recommend Ukraine for membership and that in two years Ukraine will be a member state. 

The third source will be our own government, our own businesses and the Ukrainian people themselves. We have shown that we are ready to die for our freedom and we know that we will eventually win this war. But victory on the battlefield is only half of the objective. The other half of the victory is to rebuild Ukraine and make it a modern and prosperous European country. We are committed and ready for this, and we ask that the world joins with us in this noble endeavour.

 France will continue to provide comprehensive support to the healthcare sector of our country, promptly respond to requests from the Ministry of Health of Ukraine regarding the need for medical supplies, equipment and consumables. In particular, in the coming days Ukraine waits another batch of humanitarian aid from its French partners.

This was announced by the Minister of Health Victor Liashko during a meeting with Etienne de Poncins, Ambassador Extraordinary and Plenipotentiary of France to Ukraine.

"Deep gratitude to our French colleagues for the assistance our country has received since the first day of the war. And we are talking not about humanitarian support alone. Today, with the support of the first ladies of Ukraine and France, Ukrainian children with serious illnesses are already receiving highly specialized medical care in French clinics. We also appreciate the fact that France stands ready to join the dialogue on the reconstruction of Ukraine after the victory over the aggressor, especially with regard to investments in the pharmaceutical and medical sectors," said the Minister.

According to the Minister of Health, the issue of continuing the activities of global pharmaceutical companies in Russia is now acute. The Ministry of Health will continue to insist on the withdrawal of French pharmaceutical companies from the Russian market.

Russians are killing civilians, raping women and children, firing on medics and volunteers, and destroying hospitals. Therefore, we must take all possible measures to stop these atrocities, as well as though creating of limited access to medicines in the aggressor country. The Russians have (or at least had) the opportunity to prevent this - to put pressure on the authorities and withdraw their troops from Ukraine.
