Ukraine: changes to the work permit procedure for foreign nationals

On 18 January 2017 the Government of Ukraine introduced some changes to the rules of foreign nationals’ employment in Ukraine.
The modifications are aimed at simplifying the procedure of issuance, extension and revocation of work permits for foreigners.
The major changes are as follows:
- foreign nationals will be able to hold managerial positions at several Ukrainian companies in parallel;
- an employment authority’s refusal to issue a work permit may now be challenged (relevant procedures will be developed by the Ministry of the Social Policy of Ukraine);
- the deadline for filing a copy of an executed employment agreement (contract) with the foreigner has changed from 7 business days to 10 calendar days; and
- Ukrainian employing companies are required to sign an employment agreement (contract) with a foreign national within 90 days after the work permit is granted.
The new amendments are expected to simplify the employment of foreign nationals and improve the overall investment climate in Ukraine.
The text of the amendments has not been published as at the date of this alert. The new rules will become effective after promulgation of the governmental resolution on the same.
