Member Spotlight | American Councils: Supporting Ukraine Through Education and Humanitarian Aid

For 50 years, American Councils for International Education has empowered individuals and institutions to succeed in a globalized world. With 250 programs in 148 countries, American Councils has helped over 100,000 alumni drive change through education, professional development, and exchange.
Active in Ukraine since 1991, American Councils administered programs supports thousands of Ukrainian students and professionals, strengthening education, business, and governance. The Future Leaders Exchange (FLEX) Program annually awards approximately 250 scholarships to high school students to study in the U.S. for an academic year. EducationUSA helps students access U.S. higher education. Open World brings Ukrainian leaders to the U.S. for exchanges focused on democratic governance. The Professional Fellows Program (PFP) engages emerging leaders in a community-focused program on good governance and civil society. Thousands of the alumni of these programs are leading change across Ukraine, serving as members of parliament, ambassadors, CEOs, and leading NGOs.
In response to Russia’s invasion in 2022, American Councils launched the Emergency Support for Ukraine Initiative, providing $94,000 in funding and humanitarian aid. This includes grants for 50+ displaced Ukrainian FLEX alumni studying at colleges in the U.S. American Councils has also funded medical supplies, educational resources, and digital infrastructure. Additionally, the Ukrainian Visiting Scholars Program supports scholars from war-affected universities continue their work in safer environments.
American Councils also partners with USAID and Internews Ukraine to strengthen Ukraine’s democratic institutions through the USAID Rada: Next Generation Program that aims to make the Verkhovna Rada more transparent and efficient. Central to this effort is the Parliamentary Education Center (PEC), which educates Ukrainian citizens—especially youth—on parliamentary functions and democratic values. The PEC has reached over 286,000 people during the war.
These efforts continue to foster Ukraine’s long-term stability and prosperity.
